Although I am unsure of the guidelines through The Department of Insurance for your state and the insurance company you are covered through, in the state of Texas "restricted area" could simply mean that the insurance company no longer wishes to provide policies for homes within your territory. This can happen for many reasons: number of claims (even if you as an individual have none) sustained in the area due to flooding, wind/hail damage, exterior construction of the property, etc. I would advise that you contact your insurance agent and have them explain it to you as they should be able to contact the underwriter if they don't know themselves.
